Survey Analysis

I created a new analysis for a survey, however, it looks like I am the only one who can see it. These are the permission's in place:

Survey Security: Public
Response Options: Allow Users to Resume -only thing checked
Report Security: Use Access Control List -> Under Report Creaters List: I have myself and the user added.
Response Options: Allow access to summary and detailed results.
Owner: myself.
Advanced ACL: User and myself have all boxes checked (even for Advanced Policy Editing Mode)
Do not automatically change access lists to match Survey and Report security types is unchecked.

Also, if the other user creates a new analysis, I can't see it either. As if each person can see their own analysis. Is that the case?
