Users don't see their group in the acl

Users trying to add others to the surveys permissions with the acl editor don't see their group in the acl editor. The members of one particular group seem to be available to everyone regardless of group. Users in other groups trying to add users can't access their own group, though. I don't know why this is. I'd appreciate some help. Thanks much!

In order to add users to access lists, the form administrators must also have View permissions on specific user groups. To let form administrators see all users, edit the default policy of the Everyone group to add view permission.
