Default User Role question

Hello.

I am trying to find a way to adjust the default roles the user getting upon registration. I did previously, but cannot find it now :-(

If you go to settings section, then to Users & Security, you can see the default user roles, some non-clickable icon (with a shape of a paper page) on the right and then the default roles enlisted (Respondent, Report Viewer). Tried to click this icon - no results. So how do I do this?

According to the help item the icon should be clickable, but it is not. On FF the cursor turns hand when approaching it, on IE8 - not. Either way it is not clickable.

P.S. tried it with both pop-up blocker on and off. The same negative result.
