Default Unable to Modify Survey Question After Testing

I am unable to modify a survey question after testing (the submit button is grayed out) even after deleting the reponses from the response manager.

The response manger now displays "0" responses but the survey still displays: "Responses have already been collected for this survey. Making changes to questions, such as by deleting options and/or removing matrix rows or columns could cause existing answers to be deleted." in the survey edit mode.

    The survey is currently inactive.

    Any thoughts?

Is your installation of Checkbox configured to display incomplete responses? If not it is possible that there are incomplete responses preventing the editing of the survey. The "Report Incomplete Responses" option controls this functionality and it can be found by navigating to the Settings -> Preferences page.

Alternatively you can disable the feature which prevents the editing of surveys once responses have been collected. To do this a System Administrator will need to first enable the "Allow Editing of Active Surveys" option. This setting is located on the Preferences page as well. Once the system wide setting is enabled Survey Administrators are able to either enable to disable the "Allow editing of this survey while it is active and collecting responses" option found on each survey's Properties page.
