When do cookie hidden items get evaluted in the Checkbox survey?

I have added a cookie hidden item to the Hidden Items page, but it does not get evaluated when I return to the survey. It does work when I restart the survey. Here's our scenerio:

Start a checkbox survey.
The survey redirects to another application.
The other application creates a cookie with a value.
Redirect and return back the the checkbox survey.

The survey continues as expected but the cookie is not evalutated. If I restart the survey then it successfully reads the cookie.

The hidden items page is only loaded when a survey is initially loaded. Based on the work flow you described the cookie does not exist at the time the hidden items are populated.

If possible I would suggest creating the cookie before directing user's to the survey.

I was thinking about this issue some more. I believe that hidden items are only populated when a survey is loaded because they are located on page zero by default. I would suggest adding the hidden item to the page after the redirect and see if that works.
