User Permissions
I have set up a user as Report Administrator, Report Viewer, Survey Administrator, Survey Editor, Group Administrator, Respondent, User Administrator so she can administer surveys and users for her division in the company. When She clicks Users, she only has User Groups and Email Lists as her tools to use. I have all 4 (User Manager, User Groups, Import Users, and Email Lists). How can I get her the other two tools? She needs permission to add users to the User Manager..not just groups.

It sounds like there is some confusion between the difference between user roles and permissions. Simply being in an Administrator role does not grant a user any additional permission (with the exception of System Administrators) over an entity. By default a user has access to only the entities they have created, be that a survey, a report, a user group, etc. If you would like to grant a user access to use an entity they did not create the user will need to have the correct role and have been granted permission to interact with that entity.
In this case it sounds like you will need to grant the user permission to manage the Everyone group. Admittedly this is a bit confusing. There is a developer tracker item to look into this issue. I will update the tracker item to indicate you expressed an interest in it.
