Problem with User Access Permissions

Hello,

In our survey system (running v4.4.1.14), we are having an issue with user access permissions regarding Report Administrators. Currently, any report administrator can access any reports resultant of any survey, regardless of whether or not they have access to the survey in question. How can we limit user access so that users have the ability to create and edit their own reports without having access to all reports in the system?
